OFFICER-IN-CHARGE (OIC) – TERMINAL OPERATIONS (BASED IN KOSRAE)

The Officer in Charge (OIC) is responsible for the overall management and supervision of the Kosrae terminal operations at one of Vital’s five island facilities. This includes overseeing the daily activities related to oil storage tanks, refuelling systems, and terminal operators. The OIC ensures that operations run efficiently, safely, and in compliance with regulatory standards and plays a critical role in driving operational excellence, enhancing team performance, and delivering high levels of customer service. The role reports directly to Terminal Manager.

The Customer Service Officer will be responsible for performing the following duties:

  • Plan and coordinate terminal operations to ensure safe, efficient, and compliant handling of petroleum products
  • Supervise daily terminal activities including staff scheduling, product receipt, storage, and dispatch operations
  • Manage fuel inventory through monitoring, reconciliation, and reporting to prevent stockouts and minimize losses
  • Oversee fuel distribution via trucks to service stations, commercial clients, and bulk customers to meet delivery schedules
  • Ensure compliance with health, safety, security, and environmental (HSSE) requirements across all terminal operations
  • Coordinate with stakeholders including supply vessels, haulers, and customers for efficient fuel movement
  • Maintain terminal assets through inspection of tanks, pumps, gantries, meters, and loading systems for reliability
  • Provide leadership and coaching to direct reports for capacity building, succession planning, and recruitment support
  • Foster teamwork and collaboration within departments and across functions to achieve organizational targets
  • Uphold company standards by demonstrating organizational values and maintaining professional image in all operations

Qualification & Experience

Essential

  • 3-5 years experience with people and project management responsibilities, developing the ability and confidence to work with limited supervision
  • A solid understanding of health and safety with the ability to translate it into procedures
  • Diploma Business and Management or other related fields that is relevant to the role.

Desirable

  • Experience in an operation or industry where on-time and accurate customer deliveries are paramount. Prior experience in the broader energy industry is a plus.
  • University degree in business administration/finance management
